Industrial Hand Hygiene Standards for Indian Manufacturing Plants
Hand hygiene in Indian factories isn't just a worker welfare issue — it's a legal and compliance requirement. Multiple regulations and standards govern what facilities must provide for worker hygiene. Here's what plant managers and EHS officers need to know.
The Factories Act, 1948 — Section 42: Washing Facilities
India's primary industrial law requires every factory to provide adequate and suitable washing facilities for workers. Under Section 42 and the associated State Factories Rules:
- Wash basins with clean running water must be provided at convenient locations
- Soap or other cleaning agents must be made available
- Facilities must be maintained in a clean and hygienic condition
- Separate facilities for male and female workers where required
The key phrase is "adequate and suitable." For workers handling industrial chemicals, grease, and oils, a bar of regular soap does not constitute an adequate cleaning agent. Inspectors increasingly interpret this to mean cleaning products appropriate to the type of contamination workers face.
The Occupational Safety, Health and Working Conditions Code, 2020
India's new consolidated labour code (replacing the Factories Act in covered establishments) continues and strengthens hygiene requirements:
- Section 24 mandates cleanliness and hygiene in every establishment
- Employers must provide washing facilities and protective equipment
- Specific provisions for hazardous processes include enhanced hygiene requirements
- Penalties for non-compliance have been increased
ISO 45001: Occupational Health and Safety Management
For factories with ISO 45001 certification (or working toward it), hand hygiene falls under hazard identification and risk control:
- Chemical contact with skin is an identified hazard
- Providing appropriate cleaning agents is a required control measure
- Worker skin health should be monitored as part of health surveillance
- PPE and hygiene measures must be "suitable and sufficient" for the hazards present

Automotive OEM Audits
Maruti, Tata, Hyundai, and other OEMs audit supplier facilities for worker welfare. Hand washing facilities and cleaning products are specifically checked. Petrol or kerosene usage for hand cleaning is flagged as a safety violation.
IATF 16949 (Automotive Quality Standard)
Requires "clean and orderly work environment" and adequate worker welfare provisions. Hand hygiene directly impacts product contamination risk — a quality concern.
5S and TPM Audits
In factories practising 5S or TPM, hand washing stations and cleaning products are part of the "Seiso" (cleanliness) pillar. Proper industrial hand cleaners demonstrate commitment to workplace standards.

To meet all of the above requirements, a factory should have:

- Skin condition monitoring — Periodic checks for signs of occupational dermatitis
